If you´ve made sure that your ink pad is well inked, and you´ve stamped the image nice and evenly and still don´t get a good image then it may be that your style of stamp is not designed for embossing. Some stamp images have lines too close together or are not cut deeply enough to create a nice crisp image with pigment ink. You could try using a "fine line" embossing powder (which are more finely ground than the normal ones) or just use that stamp with dye inks.
